Modchipstore.com ps2cover.com takes money and doesn't contact or send items

I should have done my research before buying anything from this company.
They look like a genuine online store, but after purchasing and paying for my item, sent several emails and no reply item not received, I paid with paypal so have opened a dispute to get my money back, but on research of there email address found that a few other disputes have been opened by other paypal customers for the same exact email and for the same exact reasons. They all received there money back so I hope the same will happen for me!
Wouldn't you think that with so many complaints against this email that paypal should ban the email address and not send anymore money to them??? It would save alot of hassle!
Why haven't they been closed down by now, I don't understand!!!
