License Plate Lookup Website does not offer what they advertise. PLEASE BEWARE: online license plate search is impossible

I was ripped off using auto-tag-search.com. The site will direct you to another site in order to purchase membership in the amount of $30. Once purchased you are given a password and username to be used on a completely different website, by the name of: http://members. Spypi.com/index.html. This website however, DOES NOT contain the databases it promises. Rather every link to a database is a link to another website business which charges you to search their database.

I originally wanted to search JUST 1 license plate number because of a potential stalker. I don;t have any friends in law enforcement though, I had to resort to using the internet and its various resources... = (
