Western Wats Refusing to pay out for a survey I did for them!

On March 10th I completed survey 36083003 for 30 points, $3.00 in there point system, I spent approx. 30 minutes successfully completing this survey. At the end of this survey they had me download a program from Nielsen Online
software. Most of the time the points are given credit immediately after successfully completing a survey, but this one stayed showing up as started. So after about 2 weeks I sent them a email on it, I was told from them that the program had to run 35 days on my computer. Then in approx. 4 weeks after the 35 days I would be given credit.
