Fraud, scam, they told me I would get a cash out button whem My earning hit 10USD and they didn't give it to me, they said instant payout but lied, false advertising

This company 1centemails.com is not conducting business according to their word. They say instant payout for free members when they reach 10USD, but my account has gone over 10USD and they will not put the payout request button up on my site for me to request payout. I wrote them about this and they did not answer my mail and they still did not put the cashout button up for me. They only show a button for me to upgrade for something like 199.00 dollars which is a lot of money. They just want to take my money and other peoples money and they do not want to pay me. They say clearly on the home page that Instant Payout is available for free members and that the payout request button will appear at 10USD. This is a fraud. They lied. Also they do not give you all of your referrals. Many things on the site they lie about. This is a PTC site and people click and read ads for 1 cent. They need to be investigated and audited. It is a scam to get peoples to pay them to upgrade, then there is no proof that they will pay then.
