Web designer scam artist took my deposit and produces no work at all and won't refund my money

I posted an ad on craiglists looking for a web designer to build my online store. Israel Collazo was one of the local designers that responded and I met up with him. Upon the second meeting, he layed out the design of my website and I gave him a deposit to continue with the work. After cashing my check, he gives excuses after excuses and has done no work at all. Asking for my deposit back he won't give it back. His friend Hassan Alysassin (ran for mayor of Pomona 2008) who vouches for him is probably his sidekick since he was there with him at the second meeting. A year later, after "nagging" Hassan, Israel finally replies and says he will paypal me. Once again his excuse now is waiting for paypal to activate. It has been more than a month. Sorry but it does not take that long. Also he does not reply to my emails again. I am begining to suspect this guy is a drug user will do whatever to scam people out of their money.
If anyone is going to let him do your work. Get all his info. His driver license, SS#, his home address. And get a contract.
Still waiting for this scammer to repay me. Until then I will continue to "nag like a child".
