Something smells fishy here!

Ordered insurance leads, which through my experience were mostly people price shopping and not really interested. It seemed to happened a little more often than from other lead services I've used, but it's a part of the game. The thing I did not like was, I would get a few each month from people who told me they were receiving some type of payment - either a points system for goods or a cash system. These people were never interested in purchasing or didn't even want the quote. I asked for credit the first time this happened and was told it was not a valid reason and the amount would not be credited.
Now, who would benefit from paying people pennies to have them submit leads so they could collect a ballpark figure of $15 each lead from multiple insurance agents. Imagine if this happened about 200 times a month at say $100.00 per transaction. It seems like an easy way to increase sales but would be very unethical if it were true.
