TV service out for a month despite weekly technician visits

Comcast can help me by sending someone out that can fix my tv service which has not been working for a month now. Someone has been out every Tuesday for the last 4 weeks, still no service. WHY NOT? UGH!!! I hope I'm not going to be billed for this month!!!
