Andrew Webber bet on the website design task for me personally. We found an arrangement and he got a deposit. Then he turned "sluggish" in providing something - subsequently had a powerful of "individual problems" which held him from completing - subsequently accepted he was not likely to finish the task and stated he'd return my deposit. Which despite repeated calls and e-mails, he didn't do.

Google this person - you may never employ him. I'm confident he should have transformed his title right now.
