Scam did not receive cd, phone number does not work, charged me $75 for monthly subscription

Ordered "Free" CD from Grant Writing Express, paid $3.95 shipping charge. Received email confirmation of order, stating I should receive CD in 5 to 7 business days. Never received CD and tried to call their 888#, which does not work. Went back to website - there is no way to contact this company!
Their customer service leads you to a webpage that will only allow you to "Unsubscribe".
I checked with my bank and these folks charged me an additional $75 for a monthly subscription, which is clearly not mentioned anywhere in the order entry process.
What a scam!
