Misleading claim leads to empty bank accounts

I signed up for a one time charge of $1.99 to have a cd shipped to me that would tell me all of the secrets to selling on ebay. I received the cd, and started to receive a $39.90 fee on my credit card bill.
When i signed up to receive the cd there was nothing mentioned about a monthly fee. It was suppose to be a one time fee of $1.99 to have the cd shipped, not a monthly access me.
I would like to have my money refunded since they scammed me out of $120.00 over a 3 month period.
