Rip-off business from hell

I see other consumers had this same problem. It was a pop up screan and when you click it a phone dialer must have dialed a number. I got a bill for $97.80. It said for 20 minutes on an Adult web site that I wasn't on. What else can I do and who else can I complain to that will really do something about this?
This is robbery.
