Billed my account without confirmation and won't refund all the money!

My wife and I were online and were looking for a program to download and watch TV on, cable was too expensive. We saw cybertvpartner.com and thought that it looked like a good deal. So we put in our credit information and clicked on the link to go to the next page to see what the total would come to. Well... It billed our account! No confirmation page at all! And then when we called back to cancel it they would give us back everything execpt a non-refundable fee for a program we didn't even want! The people you call on the phone are a third-party agency and say they cannot give you the 19.95 back, you cannot talk to a manager (they only monitor the calls, never talk to anyone), and tell you to contact the company. Well I tried contacting the company and there are no numbers to contact, the only form of communication with them that there is, is a thing to type in your complaint and it gets put on a ticket. They didn't even have an e-mail address listed. Also the services they offer only link you to different sites videos.
