(used To Be On Ebay) Never Delivered on Magazine Subscription that Has Been Fully Paid Fo

I paid for a year of People Magazine on December 23rd at the cost of $49.95 through his storefront on Ebay. At that time, he had almost 100% positive feedbacks on Ebay (with 7,000 positive feedbacks. I of course waited patiently for the 8-12 weeks that his storefront on Ebay stated that it would take for the magazine to arrive. After 12 weeks of waiting, I went back to Ebay to check on the status of my order. Only then did I find out that Ebay had closed his storefront. I tried to contact Paypal and get my money back. Paypal would do nothing becuase it had been more than 45 days since the purchase was made. I've emailed the guy repeatedly and tried to call him many times. None of my emails was returned. His voicemail box is always full (I must have called him 50 times). He now operates a new website. His new magazine selling website lists his full address in San Diego. I just can't believe there is nothing that we can do to get our money back. I've filed online fraud reports on ic3. Gov. Those who have also been victimized by him should also find a compaint in ic3.
