Opt-In Targeted E-mails took our money for an e-mail campain and did nothing

IPS aka Opt-in Targeted E-Mails has top billing on a Google search, so I thought they would be a reputable company claiming to send out 6 million e-mails for $399 and if we ordered today they would double the order for free. So we are getting 12 million e-mails sent out for $399. We have been sending out e-mail campaigns for about two years so we have very accurate stats
On how many hits out website gets. We usually send out 300 thousand e-mails with a html creative. We get approximately 125-150 consumers fill out our contact page, also we get around 1,400 click-troughs, that is people who clicked on out creative and went to our website to look around but did not fill out anything.
We have a module on out website from our on-line tech company which will tell us how many views and what pages were viewed on our web site.

I explained to john lucus from IPS after the campaign that there was no spike in activity from our web stats he clamed to send out 12 million e-mails with our creative and we did not get one hit on our website
I asked him to send me a test e-mail, like all the other companies do to make sure it didn't go into spam. He did not send anything not even a report. They just took our money and did nothing what a waste of valuable time and money

Why and how does this company stay in business?
And Google continues to let the have top billing on a Google search. How do I get my money back
