Takes your money. Won't send your orde

I received an email stating they have over-bought and were having a huge sale so I went to the website Worldwidebeautystore.com and ordered $54 worth of biolage.

They promptly charged my credit card and the items never arrived... I emailed them to ask where my order was and they said those items werent available and they would refund my card - thats never happened and this is six months later.

I disputed the charge with my credit card company and world wide beauty stated in an email sent to me that they would be unable to credit the account since I have disputed it - oh yes, but that they would give me $15 to spend at the store. Whatta joke! Its betweent then and Visa now but how in the heck do they think they can just take $54 from me and not give me anything, excuse me but isnt that STEALING?
