Ripped me off and stole my hard earned money Arcadia, California

On the 22nd January I ordered a printhead and inks for my Canon printer, I paid $153.51 via Paypal. I received an email telling me that it would be International Shipping (10 to 15 Business Days).
Towards the end of February I sent an email to them asking to give me a date of delivery, I received a reply saying it was with USPS.
Over the next month I sent further email's without reply. I then went on to make contact with Paypal with the intention of claiming my money back.
Paypal sent me an email saying all was in my favour but unfortunately no funds were in Inkcessories account.in other words I wasn't getting my money back.
Using a different email address I recently sent Inkcessories an email asking them do they deliver internationally, and to my surprise I got a reply saying that shipping starts at $12.50. They probably mean the con will start at $12.50
Surely something can be done about this and safeguard other people in the future.
