Made an unauthorized charge against my checking account Pleasant Grove Utah

I recently and foolishly provided a debit card number to an online Google "strike it rich" company on the Internet. About five or six days later when I checked my checking account balance, I discoved a charge of $39.95 against my account. The charge included an 800 number which I called and complained to complain about the charge. I had to ask for a supervisor before I got relief. They agreed to return my money.By the way, the charge against my account was more than I had in my account and I was hit with an overdraft charge. The superisor I spoke to agreed to return the money to my account in "3 to 5 business days". That happened and my bank agreed to reverse the overdraft charge.
Today, January 5, I discovered another charge against my account for $39.95. This time, the culprit is "Family Savers Club" I DID NOT supply them with my checkcard number and I have no idea how they got it. I suspect that it has something to do with the first incident mentioned in the paragraph above. I Googled their name and went to the site, looking for information about the organization. There is a members sign in requiring a password and I don't have that either. However I was able to access their "Contact Us" link, and found out what their address was. It is:

Because of this experience, I would like to know who to contact with this suggestion:
When conducting internet commerce, and before initiating an online banking transaction, the inititiator should be required to contact the buyer for approval either by phone or email!
I am writing this at 12:32 AM Sunday, January 6 and will have to wait until Monday, January 7 to contact them. I will never use my check card for online purchases again... I will keep you posted on the outcome.
