I paid $1800 for a computer I never recieved

I ordered the computer over the phone. They promised the compter would ship after three months of continuous payment. When the three months passed they said they had shipment delays. One month later the excuse was the new Vista had delayed shipment by 60 days. I tried to email them and recieved two responses and thay extended it to another 180 days. I should have recieved it the begining of September. I finished paying the full price by July 4th. I asked for a refund and they said they could not do it I would have to wait for the shipment there was no refund.
