Manipulative agency measures

I was told id been chosen from tax papers to get a $3500 grant from the government. While i was listining to the terms i would get cut and music would play. After the music the person immeadeately said agree each time. I believe more was said in recorder that i didnt hear. I didnt agree to any health plan and am poor. 2 weeks later i get a notice that over $200 will be billed me in 7 days if i dont cancel. I cant cancel cause web site is not found i am closing my account so i am not robbed.
