Scamming people for $299 for government grants delaware internet

I found this company on the web because i needed help getting back into school. They promissed me at least $5,000. For school, personal debt, medical bills etc.

After giving them my bank acct #, last four of my social, address and phone number, I hung up the phone and waited. A couple of weeks went by and i decided to call them back. I called from my phone and got no answer or a disconnected prompt. I then called from another line and magically they called me back.

Is there nothing we can do about this? Is there no way to catch these people and get some restitution. Can we not set up another sale and do something.
