Scam, Fraud, Theft of sevices. Steal peoples earned money give every excuse not to pay! Ripoff

This is a freebie referal based company.
They claim to pay each member $40 for each referral that you get to sign up and complete an offer for them.
I had over 30 people sign up and about half of them completed an offer and I earned $40 each.
When it came time to cash out I was told that it would take 8 days. Then the excuses started coming.
Excuse #1- They told me that my paypal account wasn't verified which is incorrect it is. So they cancelled my order.

I kept send messages to them trying to find out why and they wouldn't reply to me. Finally I got a reply and they told me to stop harassing them.

I resubmitted my order and this led to the next excuse.
Excuse #2- They told me one of my referrals wasn't verified so they canceled my entire order. I continued to send information request and all I got was to stop bothering them.

I posted in thier forum that I was upset and wanted answers and they deleted all posts so no one else could read them. Again I asked why and they continued to tell me to back off. I told them I would report them to any agency that I could find and that I would report them here and they just laughed.

I was then told to resubmit my order and I did so and a few days later my account was put on hold and they told me that they wouldn't pay me at all. When asked why my account was put on hold I got no response. I then started to post all around the internet that people needed to be aware of these crooks. Then they responded. That led to the next excuse.

Excuse #3- They told me that my account was put on hold and that I would not get paid becasue my address that I gave them was not a residential address. They said it was for some type of game store. I tried to tell them that I live in an apartment building and that there used to be a game store on the first floor. They said oh well you're not getting paid.

They have made money off of me and the referrals that I sent to them however they refuse to pay what is rightfully ours. I told them I would contact a lawyer and they just laughed and so go a head they can't do anything to us!

So here I am reporting them here.
Where else can I report them?
What agency regulates internet fraud?
