Suspends my account and holds almost $70,000 of my money ripoff

I was suspended on ebay website for "abusing ebay"
I was a powerseller for 4 years and all of a sudden they closed my account and since thye purchased half.com they are holding my ebay seller fee of $45 and $70,000 since August. Today is Feb 19th almost 6 months later. First they said you will get the money after 90 days then 90 days came and went they said your account is still active. It was active because they were accepting returns after 60 days which is their "policy". They are still accepting returns after 6 months and making my "active".

They said they will send a check in 4-6 weeks. Never got it but it hasn't been the full 6 weeks yet, but why does it take 4-6 to send a check out? They for sure got the money from the customer immediately after purchase not 4-6 after purchase?
