Ripoff I paid but another person recieved my item

I paid $34.35 for an item that i've never received. They shipped it to Kernersville, NC 27284 (from track information 9101 8052 1390 7242 0676 69 - status: Delivered) not where i live (Castro Valley, CA). I tried to contact the company and sent email with explanation. I also tried to call but no answer or returned calls.
