No Refund Rip-Off - Deadbeat Protected under e-commerce laws, No Communication, stole my money with deceptive sales practice

I purchased a new software package (Microsoft Front Page) from Lawrence Koenig over the internet on May 19; I sent the money via PayPal on May 23. This merchandise was listed on the eBay shopping network.

After a few weeks Lawrence Koenig reported the item is currently on backorder and will be delivered soon, the last email I received concerning this purchase was back in July; apparently, Larry does not understand the 30-day rule imposed by the FTC.

After four months of patiently waiting for Lawrence Koenig to issue a refund, and filing a consumer protection complaint with the State Attorney General in both North Carolina and Mississippi; it is my conclusion: it is perfectly legal to be ripped off by an individual who resides in another state.

PayPal refused to reverse the transfer of funds solely because the time limit has expired due to the back-order delay, which was reported to me. This is just a deceptive tactic used by a? Smart thief? To avoid the responsibility of repayment.

Lawrence Koenig is no longer a registered member on eBay; therefore, no action is in process against this member. I am a college student who needs this merchandise for my web design studies in Business Administration.

My only recourse is to recover the money I paid for this merchandise, which should have arrived directly from Microsoft within three to four weeks as promised.in addition, I plan to contact law enforcement in Mississippi to assist me with the issue of Internet Fraud concerning my eBay purchase of eBay Item: 7242488446.
