Ripoff they charged my cell phone bill even when I selected no on the web page when asked to charge my phone number Florida

In responding to a pop-up offering free gas on the internet, I stated that they could not charge my mobile phone #. They did anyway against my express refusal. Verison refuses to reject the charge and Blinko.com has a long menu to get to the unsubscribe 800 number.
It is 800-971-2271.

I am still out the $9.99. They is no way to prove that I said no to any charges and refused the offer.
