's Fresh Start Pc Company did not fulfill their obligations resulting in monetary damages

I spent over a grand with this company, $600 of which was supposed to be used for advertising, a direct mail campaign to be specific and it never happened, nor was I given my money back. A couple weeks later my website was gone and the company's phone was disconnected and e-mails were sent back undeliverable. If anyone knows how to get my funds refunded please let me know. I would be appreciative to know how to locate someone in charge of this calamity so I could take proper actions against them.
