Ebay ripoff didn't send jersey after check was mailed and cashed LOSANGELES California

Much like everyone else under this category, bought a Barry Sanders Oklahoma State jersey from KPLOSANGELES off Ebay. I should have known better when he didn't accept paypal. Either way, I sent the check, he cashed it and never sent the jersey.

His ebay account was cancelled, and he absolutely ripped me off.

I'm hoping the cop from Georgia can do something about it, because I'm just completely out of ideas, and it seems like he's ripped off a bunch of people and made a good profit on it.
