Ripoff notebook laptop defective

I bought a notebook computer from United Micro in December. The first thing I tried to do with it is install Windows XP Pro. The optical drive (a DVD/CD-R Drive) spun the disk, after a few minutes it would just give up reading the CD. I tried various times with various types of DVD's and CD's and nothing would work.

I requested a new drive ASAP and was told one was shipped out. But then a week later I called and found that they could not ship a new drive without receiving the old one first. I spent so much time on trying to figure this out I decided to return the whole thing for a refund. I got the feeling that they would not refund my money so I made a video tape of the notebook and showed how it is defective. I included with the notebook return a letter saying that I will not accept the 15% restocking fee that the service tech threatened. I heard nothing and 2 weeks later found that United Micro refunded $1,144.10 (that is the $1366 I paid minus $20 shipping and 15%) to my account. Since then I have tried multiple times to straighten this out in many e-mails and phone conversations. The only thing they offered me was to refund half of the restocking fee ($100). I refused, saying once again, I will not accept anything but the full refund.

United Micro claims that they have tested the notebook and it tested to be fine and in working condition, so they had to charge me the 15% restocking fee. From my point of view, that is a lie and I have a video to prove that while in my possession it didn't work. They have treated me like I have done something wrong ever since I first needed support.

I don't know what to do to make them refund me the $204. Can you help?
