Dear Jean Séry-

I have two requirements from two clients seeking to buy one each BG. I have an LOI for one and a CIS for the other and would be available immediately upon your acceptance of their procedures. Please see the following in order to learn the needs for both clients.

The Foundation (I have the CIS) is seeking $10B contract on tranches of $100M/$200M/$500M (preferably Euro) in various Beneficiary Banks that the Foundation works with (Currently focusing on Agricultural Bank of China and United Overseas Bank).

With respect to of the LOI for an LTD, they are asking SBLC (Standby Letter of Credit) & BG (Bank Guarantee) or MTN $50B (USD Fifty Billions)$1B USD for each tranche and is defined within the document.

For both instrument purchases; here are the desired procedures — but not in any way imposed on Provider. We are looking for a genuine provider that will follow a simple but secure procedure:

1. Parties sign the agreement
2. Provider send RWA via SWIFT MT199/999/799 (costs around $100)
3. Receiver responds via SWIFT MT799 and sends ICBPO
4. Provider sends MT760 (BG or SBLC)
5. Receiver sends payment MT103

Simple no one is at risk of losing money or credibility.

Essentially; (1) Zero Upfront. (2) Provider moves FIRST; we can do any of the options provided above.

Please point out to your source that a signed contract is commitment enough, coupled with a performance bond. This is why PHPFoundation has even proposed a practically FREE Pre-Advice RWA if via SWIFT MT1999/999, We do not IMPOSE MT7999 which, indeed is costly and risky for the Provider... But MT999 on the other hand... Any real provider in my mind would not hesitate to do this.

We are looking forward to receiving provider DOA to fill out.
