Forum allows harassing posts in violation of its own rules

This site hosts web forums. A prerequisite for access is the review and acceptance of a User Acceptability and Use agreement.

Rather than forcing users to comply with this agreement, this site allows harassing, improper and other types of posts explicitly in violation of its own usability agreement, allowing trolls to run rampant.

Inadequate administration of this site is irresponsible and counter to not only their own non-enforced requirements, but bullying and responsible web hosting best practices... If you can't do it right... Don't do it at all.
