Ripoff Charged for full "treatment plan" before work done

Hello — I am trying to locate people who have been ripped off by dentists using CareCredit to charge the full amount for an expensive "treatment plan" before any work is done. The rip off is that the consumer expects that the work will be charged as it is done but instead gets a credit card bill for the full amount in a couple of weeks after the first visit. If a refund is requested you are given the run around and a hard time and they charge you 10%.
