The similar case in SPAIN:

It all started with a contract between me and Matt Carns in which we agreed to pay $30,000 for a Lumenis Lightsheer ET100 (laser hair removal). We paid on Oct 28 and we were supposed to receive the delivery in 3 or 4 weeks. After we paid he stopped answering and returning phone calls and up to date he has lied to the point that we've had to contract a lawyer. We even had to take legal action due to an over payment of $2500 that he was supposed to return to us which he "tried" to do but the check was rejected because it didnt have any funds. It's been 10 days now since we contracted the lawyer.

This is a company that is not serious at all about their business... I honestly don't understand why is a person like this not in jail and still being able to run that business.
