Cannot cancel product, company unreachable by their 866 number. Constant busy signal

I ordered a sample of their product with the understanding i could cancel by calling the number listed in the advertisement. When I call the number there is a constant busy signal. I kept re-dialing and then finally got the line to answer, but there was a recorded message which kept playing the entire time i was on the line (l hour). I hung up and tried again and the line was busy again. I believe this is fraud.
