Product ordered never received. Later after a chargeback was instituted I received a product, not what I ordered and for much less value

I ordered a product from them for $61.40 on 1/11/09. It said "no shipping charge" on orders of $50 or more. They charged me $12.19 in shipping. Did not hear from them and after I institued a chargeback on 1/22/09 they sent me a product (not what I ordered) worth $28.50 on 1/26/09. Again I tried calling and again I got the same message that their box was full.
