(and Affiliated Companies) Won't return my money

I ordered medication from Pills With Care. They did not send the medication that I ordered, but instead sent me some inert substance. I called and complained and they sent me a reshipment from a "different supplier." The reshipment was the same as the original.
I asked for my $610.00 back. They're telling me that they are tied up in some sort of legal issue and at the present time can't charge back credit cards.instead, they sent me another shipment of this useless material.
