Ordered meds, never delivered, numerous e-mails to & fro, promises, stalling, no refund

I ordered meds from this on-line pharmacy, waited for delivery the suggested 21 days, then e-mailed them about non-delivery. I got an e-mail response right away saying they would track it and reship if they couldn't locate it. Waited a week, no delivery. Another e-mail, another response saying it must have gone astray in the mail or been interdicted by customs. (My first realization this is a foreign pharmacy). They would reship the next day. Waited, no delivery. Sent a threatening e-mail demanding immediate delivery or refund. E-mail response promised refund, "but allow adequate time for bank processing." It has now been more than a week since the refund was promised, and no refund has been made. This company is either totally incompetent or a scam. Either way, I want help in dealing with this apparent rip-off.
