Ripoff charged 19.95 for an innocent mistake. My husband orderd a perscription and changed his mind (in less then 3 minutes) but they would not refund the processing fee

My husband orderd a perscription from frontier pharmacies, within 2-3 minutes he changed his mind because we decided to purchase health insurace for our family. So Greg called customer service and asked to cancel his order, keep in mind this was just a few moments later. And the said the $19.95 processing fee was non refundable.
The order was not even processd, how can we be chared for that?
