Rip off over pricing

We decided to buy a camera on our honeymoon and went into the store where we were sold a camera for 500 dollars we tought we got a good deal.
We then priced the camera in another store just one block away and it was only 250 dollars.
We went to get our money back but the store owner would not give it he only upgraded the camera to a better one it makes me sick to my stomach to know this man has my money and he is doing this every day this is FRAUD. I hope someone does somethign about it. They are ripping off tourists.
