Refund not provided

This company from China offers a plethora of products at very attractive prices. I ordered a laptop, sent them payment by Western Union as they refused PayPal, claiming they were bad to work with. A few days later they emailed to say I needed to send them 50% funds to cover export taxes.

I ask them to cancel my order and refund my funds. They told me I had to wait 20 days until they got the product back from shipping. I agreed. Twenty or so days later I ask about my refund status. They then told me I must wait until the end of the month. When I ask why they never responded.

Just prior to the end of the month I emailed them suggesting they could ship me a less expensive item (a camera) and refund the approx. 1/3rd balance. No reply.

Several more emails to them have gone without a response.
