Took money and never refunded it. Never fixed Ipod and sent it back not working

I sent my ipod touch off to get repaired. Paid the $80 that they asked for and then they kept my ipod for a month and half. They then returned it and said there was an electronic malfunction and that they would refund all my money.
When I sent the ipod off it was working and the only thing that needed to be fixed was the blown speaker. Now the entire Ipod does not work I have not recieved a refund and when I email them leave a message on my account and call them and cannot get anyone to answer or respond.
I have filed a dispute with paypal and even paypal cannot get them to respond. This place is a scam 100% and people should not send them any money.
