Arthur To stole almost $200 from us in September via one of his ebay scams. We paid for an item via paypal and a month later nothing had shipped.
No item.
No track #.
No response from Arthur To.

We finally had to dispute the charge with our credit card company to get our funds back, almost two months later.

Now two months later To's feedback follow up is we never paid.

A print out of that will make our complaint with the attorney General much easier (along with our payment receipt to your name, address, and email address; must be a different Arthur To in Cerritos, CA with the same item and URL?).

We are also preparing complaints for the Attorney Generalof California and the FBI's Internet Crime Complaint Center. Ask for copies of the emails, auction and the paypal payment transaction.
