Phone plan charges you for advice on phones that don't work

This should be an considered a nice affordable plan. Unfortunately, they are doing some things which make it a rip off:
1. They charge you for calling for customer service - they may make you wait 10 minutes to talk to a person while they are racking up money. I complained about it and all they can do is say they are sorry or why don't I call from another phone number.
2. I called them because the phone fails half the time when I try to dial out. It is charging me but no call goes through. I may have to dial 3 times to get a person. Sometimes I never get the phone to pick up at all. This is not the same as having the phone ringing on the other side - it is not ringing on their side at all.
3. The customer service people, when you finally get them, are not helpful. It was explained to me that I should check to see if I have a good signal and that may explain my calling problems. I tried checking my signal when I would dial out and even a strong signal had no effect of this problem of the phone calls not going through.
4. I was told that I am being charged even when the calls are not going through - a further rip off.
