Home Theater ripoff van scam speakers audiofile

I was approched by two guys in a large white van asking me if I wanted some speakers. Out of curiosity, I took a look at them. They had documentation they claimed was for the speakers they had in their vehicle that stated the list price was something like $1,499. The name on the speaker boxes was "Audiofile." They also had a pick up receipt they claimed was from their place of business that showed they were given "x" speakers. The company name on that receipt may have been EBT... Not sure, but some three letter combination. Everything seemed normal until I got home and tried to research the speakers online. When doing a search for Audiofile 583LR (the speakers they had), I got a bunch of listings related to scams. Bummer. The plate number of the vehicle carrying these speakers was an Illinois plate: 66446A After reading about this scam, I decided to go back to where I saw them and see if they were still driving around. They were and I followed. After they realized I was following, they took off recklessly into rush hour traffic. I called the police dept. And they said that most of these people have permits so there's nothing they could do. Is this true?
