Inside lining came off

A stove at my parents home is ruined. The most effective coating has come down. Its been coming down prior to the year ended. Today its completley off. It had been bought in 2004. I believe equipment like this must keep going longer than 31/2 years. My Father is dead and Mom is in Nursing Home.
