Blue Hippo, never refunded overpayment, never sent rebate and never sent all products paid fo

My account was paid off 12/14, and overpayment withdrawn from my account of $79.48. Have been contacting blue hippo every 2 weeks since February and have sent many faxes. I am owed $379.48, a printer and flat screen TV. All I get are empty promise of 2 weeks and have even received letter dated August 11 that it will take another 2-4 weeks and still nothing. I dealt with this company in good faith and upheld my end of the deal. I just don't understand how a company with this bad of a record is still allowed to operate and continue to rip off hard working people who really can't afford to be cheated.
