Improperly installed cable wires, cut phone lines, improperly installed modem

We have tried to get charter to come and finish an unprofessional job done at our home about a year ago. We still do not have a four room cable hook up, paying for it, but don't have it. The phone upstairs is not working, due to an improper line hook up by charter. Cable wires were ran on top of rugs and left that way. We purchased rugs to cover it up. Holes drilled in walls but no face plates used. Tech's come out and don't want to touch what another tech has completed because it's done so unprofessional. We have spent more time off from work trying to solve issues than enjoyed the services that should have been provided. We honestly want to switch, but need the phones lines stable so that the next company want be liable. We have taken pictures of this entire mess and would like to forward them to the news media and charter. The problem is that charter seems to not have a quality management section that even seems concerned of these issues. Other words we have not been able to reach the right person. We always get referred, but no follow up.
