MVP Micro need to refund for cancellation order to me Irvin, CA

Here would give you some picture of the situation.

1) Aug-26 = I agreed to buy 2 electronic parts with company " MVP Micro", I sent them my purchase order to confirmed in official way.

2) Aug-27 = I received via mail invoice from "MVP Micro". This was an acknowledged from them for this order.

3) Aug-29 = I paid them 14,620 USD and sent them my international wire transfer slip via mail/fax

Which they promised to delivery within 3-4 business but they didn't and no any update to me. Until 2-3 weeks later they told that if I still need this part I have to pay 3 times more. So I cancelled my order and need my money back but I have not received my money. They don't reply my mail, and very hard to make a call to their office (you can try)

It is already one month pass since I confirmed for cancellation.
