I wanted to chang order they said ok, and then neve recieved my merchandise

I originally was trying to purchase a desktop for my sister, but she changed her mind and got a computer from dell instead. I asked the people if i could change my order t something else they said ok. I emailed them a new list of items i wanted when i had the email address, and I haven't heard from them since. I already paid them over 900.00 and they said no refunds, and so I just want my merchandise or my money back.
