Want to charge a fee to mail out a new sims card. Free if I go get it a locate office New York, New York Los Angeles, California

I have three phone on the cingular network and recently cingular upgraded there system. They mailed out to me two new sims card. However, when I phone cust service and asked them about the third card I was informed that if I wanted it mailed to me there would be a 9.95 charge. But I was free to visit one of the cingular corp stores and they would supply the chip for free. I can't understand why two chips were mailed out for free and the third has a charge. The lady from cingular stated that the phone needed a new chip but she could not explain why the difference. I also e mail the cust care dept for cingular but they have not ans as of today.
