Ripoff fraud in billing Bill Chang again

Woke up Saturday morning with bill for cell phone $474.99 for Bill Chang sales @ LWPeletronics.com
It appears this is well worn scam. I suspect it is associated with Passalong concepts as I did make a purchase recently from them that never was credited to my account and I never recieved the items purchased
